MS will be releasing at least one (XNA Racer) soon and possibly others in the future. The TorqueX open beta comes with 5 starter kits (which are pretty cool). Oh, and I might take a stab at one at some point.

At the moment there is just the one "SpaceWar" that ships with Game Studio Express, in the furture there will be more. You might even see that there might be some community starterkits that start to pop up.
Also for any community member that would like help converting their XNA Game to a starterkit (ie being able to be selected in the project explorer), I would be willing to help or at least update my Coding4Fun article for the XNA Systems. Then all we would need is a site to host these new community starterkits.
